Brief History of Barguna District
Barguna District is a land in the southern part of Bangladesh bordering the sea at the mouth of Sugandha, Payra and Haringhata rivers. The entire territory of this district was once Sundarban area. Although there is no specific information about the history of the name Barguna, it is known that the timber traders from the northern region used to wait here for the favorable flow or Bara Gona while crossing the drought-prone Khakdon river to collect wood. According to some, this place is called Barguna because the boat had to be pulled against the current to cross the gun (rope). Patuakhali subdivision was created in 1871 for administrative convenience during the then British period. Barguna, once a Sundarban area, gradually became a densely populated place. Political, social and cultural activities started in this area. With the creation of Patuakhali District in 1969, Barguna entered the history pages as a sub-district town due to the increase in administrative functions, size and population. Later, due to the need of the time, on 28 February 1984, Barguna Sub-Division was elevated to District.
District Judge Court
The first Barguna sub-district court was established on 1 January 1969 under Patuakhali district. Later in 1984 when Barguna District was established, first Barguna District and Sessions Judge Court was established on January 21, 1985. Mr. Azizul Haque was the 1st District and Sessions Judge of Barguna District Judge Court. Currently, Mr. Mohammad Anisur Rahman is working as District and Sessions Judge. The District Judge Court has 1 Additional District and Sessions Judge, 2 Joint District and Sessions Judges, 1 Senior Assistant Judge and 4 Assistant Judge Courts.
Women and Child Abuse Prevention Tribunal
There is a Women and Child Abuse Tribunal in Barguna. This tribunal was first established in 2014. The first judge of this tribunal was Mr. Bazlur Rahman. Currently, Mr. Md. Moshiur Rahman Khan is working as a judge of this tribunal.
Court of Chief Judicial Magistrate
The Court of Chief Judicial Magistrate, Barguna was established on 1st November 2007. Started the journey with about 10 thousand cases. The 1st Chief Judicial Magistrate was Mr. Md ATM Ali Azam. Currently Mr. Muhammad Mahbub Alam is working as Chief Judicial Magistrate. The Chief Judicial Magistrate Court has 1 Additional Chief Judicial Magistrate, 4 Senior Judicial Magistrates, 4 Judicial Magistrate Courts.
Chowki Court
There are two Chowki Courts under Barguna Chief Judicial Magistrate Court. There are two Senior Judicial Magistrate Courts at Amtali and Patharghata.
Amtali Chowki Court:
Amtali police station is an old and traditional police station of this region. During the British period, its left was Gulishakhali. Barguna Sadar Upazila and Kalapara Upazila were under this police station. About 125 years ago the Thana Bhavan was shifted to Amtali due to the breach of Payra river. At that time Amtali was part of Bakerganj district which later became part of Barisal district. In 1969, Patuakhali district and Barguna district were formed. In 1982, the first Magistrate Court and Munsef Court were opened in Amtali in Amtali Government College Auditorium Building. The first magistrate was Mr. Abdus Sobahan. The first Munsef was Mr. Idrisul Alam. In 1991, the courts were moved back to the two Barguna headquarters. In 1993 the Magistrate Court was again shifted to Amtali. In 2007, when the judiciary was separated, Mr. Ah Hamid joined as the first magistrate. In 2012, Amtali upazila was split and a new upazila called Taltali was created, but the people of both the upazilas get judicial services through Amtali Chowki Court.
Patharghata Chowki Court:
This court was established in Patharghata in 1986. A Senior Judicial Magistrate presides here. This upazila is near the Bangap Sea.
District Legal Aid Office
Barguna Legal Aid Office was started in 2000. At present its official activities are conducted in Room No. 16 of Barguna District and Sessions Judge Court Building. Currently Senior Assistant Judge Mr. Anutosh Chandra Bala is working as District Legal Aid Officer in Barguna.
Court infrastructure
The Barguna District and Sessions Judge Court has 2 buildings including a single storey Magistrate building. There is a well-equipped record room with the oldest and oldest records of South Bengal. Construction of new Chief Judicial Magistrate Court building is in progress.
Barguna Bar Association
Bar Association of Barguna District Judge Court is a traditional bar. Barguna Bar started its journey in 1969 as a Sub-Divisional Bar. Later Barguna District Bar was established in 1985 when Barguna District and Sessions Judge Courts were established. Present President of Barguna Bar Mr. Md. Nazrul Islam Sikder and General Secretary Mr. Selina Khatun. At present the number of members of the said bar is 272 people.
